A Resolution Authorizing the Execution of a Historic Preservation Grant Agreement with Mary Anne Cummings for the property at 169 S. Lincoln Avenue (Mary Anne Cummings- L15-01071/ AU27/1-15.289-HP/GR - JH - Ward 2.)
PURPOSE:
Attached is a resolution authorizing the execution of a Historic Preservation Grant Agreement with Mary Anne Cummings for the property at 169 S. Lincoln Avenue in the Near Eastside Historic District. Pursuant to the Agreement Mary Anne Cummings will receive a 40% reimbursement up to $12,200.00 toward the renovation of the building including painting the exterior of the home, front porch repairs, and replication of porch spindles. Funding for the reimbursement will come from the -----Capital Improvement Fund A)
BACKGROUND:
The Subject Property is located at 169 S. Lincoln Avenue and is currently utilized as a single-family residence with a R-3, One Family Dwelling zoning. The property is generally located on Lincoln Avenue between Clark Street and Avon Street. The property is owner-occupied with the current owner having owned it since 1995.
The details of the proposal include priming and painting the entire exterior of the home in the current color scheme, repairing the front porch, and replacing damaged porch rails and spindles with exact replicas. The project is underway but only some of the work has started. The replacement porch spindles have been carefully replicated to match the original.
The property is within the Near Eastside Historic District and the primary structure is of primary significance. The home was built c. 1895 and is in the Queen Anne Style. More information on this property is available in the attached Property Research Sheet and Property Survey. The owner has previously renovated the carriage house.
DISCUSSION:
Staff has reviewed the grant application and have determined that it meets the applicable codes and ordinances. The proposal is consistent with the City of Aurora Historic Districts and Landmarks Guidelines. The applicant received a Historic Certificate of Appropriateness for the work in September 2015.
POLICIES AND GUIDELINES:
The Staff’s Evaluation and Recommendation are based on the following section(s) of the City of Aurora Historic Districts and Landmarks Guidelines:
Chapter “Porches, Porch Components, and Porticos,” Bullet B, porches “shall be repaired or replaced to match the original” and Bullet J, “use materials to match the original in dimension and detailing.”
Chapter “Paint and Paint Colors,” Bullet E, “paint colors and placement should be appropriate for the dwelling’s architectural style and design."
RECOMMENDATIONS:
The Historic Preservation Commission recommends approval of the resolution authorizing the execution of a Historic Preservation Grant agreement with Mary Anne Cummings in an amount not to exceed 40% reimbursement up to $12,200.00 to be funded from Capital Improvement Fund A account number 340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS on November 27, 2015 , Mary Anne Cummings filed with the City of Aurora a request for a Preservation Grant for certain property within the City of Aurora and the Near Eastside Historic District; and
WHEREAS, on February 6, 2015 , the Historic Preservation Commission reviewed said request and recommended that the City enter into a Preservation Grant Agreement pursuant to said request; and
WHEREAS, for reasons set forth in the Preservation Grant Agreement, attached hereto and incorporated herein as Exhibit “A”, the City and Mary Anne Cummings wish to enter into said attached Agreement for restoration work at 169 S. Lincoln Avenue; and
WHEREAS, the City Budget contains sufficient funds, in excess of the amount of, $12,200.00 for this Agreement in Account Number 340-1840-463.50-43 OTHER SC-SPECIAL PROGRAMS / GRANT/PROPERTY REHAB in order to provide all the necessary funding for the project; and
WHEREAS, on December 10, 2015, the Planning and Development Committee of the Aurora City Council reviewed said Preservation Grant Agreement and the before mentioned recommendations and recommended APPROVAL of said Agreement; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby authorizes the Mayor and City Clerk to execute the Preservation Grant Agreement attached hereto as Exhibit "A.
