To purchase a used 2014 Freightliner with a Century rollback car carrier from Zip's Truck Equipment as a sole source in the amount of $62,575.00
PURPOSE:
The purchase of this 2014 Freightliner with a Century rollback carrier will allow Equipment Services the ability to recover and transport all cars, trucks and equipment up to 25,000 lbs.
BACKGROUND:
Currently Equipment Services unit #90-996 which is a 1999 Ford F-450 tow truck has been approved to be replaced this year. This tow truck is used to recover and tow City vehicles into the shop, jump start vehicles, recover vehicles that have driven off road as well as assist other divisions with winching and /or recovery services.
DISCUSSION:
This used 2014 Freightliner with 100,584 miles is an exceptional value due to the engine and transmission are under warranty until May 2018. It is rare to find this clean of a used vehicle at this price. Drivetrains in this class of truck can last upward of 250,000 miles. This 2014 Freightliner with the Century rollback body has a list purchase price of $71,000. This truck new would cost $96,300.00
Zip's Truck Equipment, located at 316 W. Milwaukee, New Hampton, Iowa, is the largest Midwest manufacturer and sale company of recovery type of trucks. The Equipment Services current tow truck was purchased used from Zip's in July, 2002. Zip's has offered a trade-in allowance of $8,500 for unit#90-966 which makes the total purchase price $62,575 including a $75 documentation fee.
In account 120-4431-418-7510 there is $60,000 reserved to fund this purchase. A budget transfer will be submitted to cover the additional $2,575
IMPACT STATEMENT:
The purchase of a Rollback type of Car Carrier truck will assure that all vehicles and equipment under 25,000 lbs. can be recovered by Equipment Services. Additionally, this type of truck will provide more versatility in other type's recovery and/or moving projects with other City Departments.
RECOMMENDATIONS:
That the City Council adapt a resolution to purchase a used 2014 Freightliner with a Century rollback car carrier from Zip's Truck Equipment as a sole source in the amount of $62,575.00

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Equipment Services has a 1999 Ford F-450 tow truck that has been approved to be replaced this year, and
WHEREAS, Zip's Truck Equipment located 316 W. Milwaukee, New Hampton, Iowa is the largest Midwest manufacturer and sale company of recover type of trucks, and
WHEREAS; Zip's has a used 2014 Freightliner with a rollback car carried for sale in the amount of $71,000 and will provide a trade-in allowance of $8,500 for unit #90-996 making the total purchase price $62,575 including a $75 documentation fee, and
WHEREAS; in account 120-4431-418-7510 there is $60,000 reserved to fund this purchase. A budget transfer will be submitted to cover the additional $2,575
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the City Council adapt a resolution to purchase a used 2014 Freightliner with a Century rollback car carrier from Zip's Truck Equipment as a sole source in the amount of $62,575.00
