A Resolution Authorizing the Acceptance of Bid Pricing from Contractors for Snow and Ice Control Services of Various Parking Lots for Several City Departments.
PURPOSE:
To obtain City Council approval to accept bids for a two year contract with optional two additional one year extensions from contractors for snow and ice control services for city-owned or maintained parking lots.
BACKGROUND:
There are a number parking lots available for public use that the City is responsible for on-going maintenance. Snow and ice control services in all the parking lots included in the bid package had previously been provided by private contractors. To maintain the high level of service of past years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited request for proposal for "Snow and Ice Control Services of Various Parking Lots" (RFP 16-34) and received bids from five companies. After checking references and receiving favorable responses, the following three contractors highlighted in yellow on the attached bid tabulation are being recommended.
Kuzak Custom Landscapes, Inc. Batavia, IL
Montgomery Landscaping, Inc. Oswego, IL.
Semper Fi Yard Services, Inc. Aurora, IL
Additionally, I am recommending we approve Beverly Snow and Ice Inc., Markham, IL as a back-up in case we need their services during the term of this contract.
Tovar Snow Professionals of East Dundee, IL is not being recommended due to unfavorable responses received from past and present customers.
The various departments who will be utilizing the snow and ice control services of these contractors have appropriated monies for these expenditures in the following accounts: 520-4432-437-36-01, 530-4433-437-36-01, 530-4434-437-36-01, 101-1710-417-36-01, 101-1713-417-36-01
IMPACT STATEMENT:
Without the use of private contractors the clearing of snow and ice from city maintained parking lots would be negatively impacted and the timeliness of snow removal operations would be severely delayed.
RECOMMENDATIONS:
The City Council approve the acceptance of bids from contractors for Snow and Ice Control Services of Various Parking Lots (RFP 16-34) for a two year contract with optional two additional one year extensions for several city departments.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the current contract with various contractors for snow and ice control services expired in Spring of 2016; and
WHEREAS, request for proposal 16-34 was advertised, bids received and publically opened for Snow and Ice Control Services of Various Parking Lots; and
WHEREAS, four of the five contractors submitting proposals are being recommended; and
WHEREAS, various departments who will be utilizing these contractors have appropriated monies for these expenditures in the following accounts
520-4432-437-36-01, 0530-4433-437-36-01, 530-4434-437-36-01, 101-1710-417-36-01,
101-1713-417-36-01; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: approve the bid proposals from contractors for "Snow and Ice Control Services of Various Parking Lots" for several departments and does further authorize the Director of Purchasing to issue the necessary orders to implement purchase of the same.
