SUBJECT:

Requesting for the approval of an InterGovernmental Agreement between the Aurora Police Department and the DuPage Metropolitan Enforcement Group (DUMEG).  

 

PURPOSE:

The Aurora Police Department has seen significant success in combating various crime issues while working with other law enforcement entities.  The Aurora Police Department is seeking to form an alliance with DUMEG to specifically address narcotics related activities in the DuPage county portion of the City.  By assigning one officer to the DUMEG unit, the City will be able to utilize the resources and manpower of DUMEG to have greater efficiency in targeting drug activity.   

 

BACKGROUND:

Over the past several years, narcotic related complaints have steadily been increasing in the DuPage county portion of Aurora.  The Aurora Police Department Special Operations Group has been working to combat these complaints. However, to better focus on these issues, the department has found that often times working cooperatively with other law enforcement agencies greater success is obtained.  DUMEG is comprised of 24 law enforcement agencies with 14 officers that actively work cases (ten of the agencies are strictly financial contributors). Having one APD officer in DUMEG will greatly increase our manpower to investigate drug crimes in DuPage County.

 

DISCUSSION:

 If approved the officer would come from the APD Special Operations Group to fill the DUMEG position.  The DUMEG policy board has already approved for the Aurora Police Department to join the task force upon approval by the City Council.  There is no financial cost to join DUMEG, only that the police department provide the officer a vehicle.  The vehicle that would be assigned is a seized vehicle from a previous narcotics investigation that has been awarded to the Aurora Police Department through narcotics asset forfeitures. 

 

IMPACT STATEMENT:

The impact on this is actually a positive impact. Cooperatively joining task forces, such as DUMEG, have shown in the past to be successful in combating crimes issues that communities face.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted to assign an Aurora Police Officer to the DuPage Metropolitan Enforcement Group

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, over the past several years, narcotic related complaints have steadily been increasing in the DuPage county portion of Aurora.  The Aurora Police Department Special Operations Group has been working to combat these complaints. However, to better focus on these issues, the department has found that often times working cooperatively with other law enforcement agencies greater success is obtained. 

 

WHEREAS, having one APD officer in DUMEG will greatly increase manpower, through a cooperative task force, to investigate drug crimes in DuPage County.  Past experience with other task forces have proven to be successful in combating specific crimes. It is anticipated that joining DUMEG, which is an established and experienced task force, will provide benefits to the quality of life and reduction of drug crimes in the DuPage portion of Aurora.

 

WHEREAS, there are no cost associated with joining DUMEG and the officer which would be assigned is already employed as an active police officer.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the approval of the InterGovernmental Agreement to assign an Aurora Police Officer to the DuPage Metropolitan Enforcement Group.
