A resolution authorizing the Director of Purchasing to enter into an agreement with Environmental Cleansing Corporation, 16612 S. Crawford Avenue, Markham, IL, 60428 in the amount of $125,075 for Demolition of Motel 6.
PURPOSE:
To enter into an agreement to demolish Motel 6, located at 2380 N. Farnsworth Avenue.
BACKGROUND:
The City recently purchased the Fox Valley Inn and Motel 6 properties on N Farnsworth Avenue with the intention of demolishing the buildings. In anticipation of the demolition, the City recently obtained bids and is concurrently awarding contracts to remove asbestos containing materials from both buildings. Once these materials are removed, the buildings will be demolished individually as detailed in a recent request for bids.
DISCUSSION:
The request for bids was published and fourteen bids were read aloud on July 31, 2019. Five of the fourteen bids were disqualified due to lack of adherence to the requirements presented in the RFB. Of the nine qualified bids received, Environmental Cleansing Corporation was determined to be the lowest responsible bidder for the Demolition of Motel 6 in the amount of $125,075.
This bid was subject to Local Preference but was not an impact on the decision.
The agreement for Demolition of Fox Valley Inn (part of Capital Project J010) will be funded using account 237-1830-465.36-25. The combined cost of demolition of the Fox Valley Inn ($189,000) and Motel 6 ($125,075) is $314,075. Barring the incurrence of substantial unforeseen additional expenses during demolition, the total overall cost in 2019 of Capital Project J010 (which includes $176,350 in asbestos abatement, $314,075 in demolition, and a few other small preparatory tasks at the two motels) should be just under $500,000, which is well within the budgeted amount of $950,000.
IMPACT STATEMENT:
The demolition of this motel will promote continued economic growth in this highly viable area adjacent to the Chicago Premium Outlets.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the project was advertised publicly and later opened and read aloud at 2:00 p.m. on July 31, 2019; and
WHEREAS, nine qualified bids for Demolition of Motel 6 were received; and
WHEREAS Environmental Cleansing Corporation was the low bidder in the amount of $125,075 (Exhibit A); and
WHEREAS, funding will be provided from account 237-1830-465.36-25 which has $950,000 in the 2019 budget; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the Director of Purchasing to enter into an agreement with Environmental Cleansing Corporation, 16612 S. Crawford Avenue, Markham, IL, 60428 in the amount of $125,075 for Demolition of Motel 6.
