SUBJECT:

 A resolution to approve the purchase of 75 Automatic External Defibrillators (AED's), four (4) years of maintenance, a three (3) training AED units and training to city personnel from Second Chance Cardiac Solutions, Yorkville, Illinois over two years (2018-2019). Per the Bid Specs; the vendor will maintain price over the two year period. 

 

PURPOSE:

To purchase AED's for the Aurora Police Department and the Aurora Fire Department, which are essential lifesaving devices used by both the first responders of the police department and fire department. Additionally these devices are distributed and monitored by the Aurora Fire Department in all city buildings for use by any first responder or citizen, in the event an individual is experiencing cardiac arrest.

 

BACKGROUND:

Since AED's have been available for police, fire and public use, the City of Aurora has equipped city buildings with AED's in the event an individual experiences cardiac arrest. Additionally, these AED units have been carried in fire and police vehicles for use when responding to calls for service. As the city has grown and added additional buildings, parks and recreational facilities; the need for AED's has grown as well. As a municipality, the City of Aurora is required to have AED's available to the public in case of cardiac arrest incidents. With respect to police and fire responses, when citizens have medical emergencies they dial 911, police officers typically respond prior to fire personnel but in either instance, first responders need to have AED's available to them as soon as possible after arrival should it be determined an individual is experiencing cardiac arrest. In these incidents time is of the essence and the sooner a lifesaving shock can be delivered from an AED (to a patient who needs it) the greater the percentage of survival.

 

DISCUSSION:

Currently, the city owns a number of various AED's; most are primarily Phillips and Zoll brand AED's. Thirteen (13) Zoll AED Plus are owned by the police department, these units were purchased new in 2003 and are quickly reaching end of life as well as malfunctioning. The police department also owns ten (10) Phillips FRx AED's and the fire department (City of Aurora) owns forty seven (47) FR2 and FR2+. As of the beginning of 2018 Phillips Healthcare has issued a recall on all of the FRx, FR2 and FR2+ AED's indicating these units should be removed from service and use discontinued due to the possibility that the unit may fail after delivering the first shock or possibly fail all together. Given this recall from Phillips Healthcare the City of Aurora as a whole will have to get rid of the Phillips units that are in-service for use by police, fire and the public in general.

 

The Aurora Fire Department EMS division has evaluated three different manufacturers of AED units and has determined that the Cardiac Science G5 Fully Automatic Defibrillator is the best unit for COA needs. This is the only unit on the market that is bilingual which would allow multiple segments of the population to understand the unit's verbal directions and use the unit in potential emergencies. In 2017, the Aurora Police Department purchased eight (8) Cardiac Science G5 AED's to replace broken Zoll and Phillips AED's. In the 2018 budget, the Aurora Fire Department has a decision package to replace twenty five (25) of fifty units that they own and maintain and the remaining 25 in 2019.  The Aurora Police Department also has a decision package to replace fifteen (15) of twenty three AED units. 

 

The Aurora Fire Department and Aurora Police Department, teamed up to bid for the purchase of the AED's over a two year period.  Bid 18-33 was opened on May 23, 2018 and after review and reference checks, staff determined that Second Chance Cardiac Solutions, Yorkville, IL was the lowest, responsible bidder. 

 

Additionally, the Police department will be purchasing three (3) Cardiac Science G5 Training units to assist with training city employees on the use of the AED. The G5 Trainer has a cost of $375.00 per unit. The 2018 total cost for 40 Cardiac Science G5 AED's and 3 Cardiac Science G5 Trainers is $50,675.00. Funds will be budgeted for the remaining replacements in 2019. Locations of AED's throughout the city are listed in the attachments. 

 

Second Chance Cardiac Solutions will be providing trade in credit for the old equipment (73 total units) as they are replaced. Total trade in credit for 73 units (over two years) is $10,300.00 or $141.10 per unit.  This produces a total cost of $94,031.25 and a net cost after trade in of $83,731.25 after trade in.

 

2018 funds are available for the Aurora Fire Department to purchase 25 Cardiac Science G5 AED's and 3 Cardiac Science G5 Trainers from account # 255-3033-422.65-27, with a total cost of 32,093.75 and Aurora Police Department will purchase 10 Cardiac Science G5 AED's from account 101-3536-421.61-40, with a cost of $12,387.50 and 5 Cardiac Science G5 AED's from account 255-3536-421.61-40, with a cost of $6,193.75; after a budget transfer is made from 255-3536-421.63-09.  This results in a total 2018 net purchase cost of $50,675.00

 

IMPACT STATEMENT:

The purchase of these AED units are vital to the public safety role that the entire city enters into when responding to 911 calls for emergency services through the fire department and police department as well as making municipal buildings, parks and recreational facilities available to the general public. To have working, Bi-lingual AED's available to individuals experiencing cardiac arrest, instills a greater public trust in the police, fire and city as a whole.

 

RECOMMENDATIONS:

We recommend that the Finance Committee approve a resolution authorizing the purchase of 75 AED units and 3 AED trainer units over two years for the Aurora Fire Department and the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The Aurora Fire Department and Aurora Police Department desires to purchase 75 Cardiac Science G5 AED's and 3 Cardiac Science G5 Trainer Units to replace aging and broken AED's currently in use, and

 

WHEREAS, the Aurora Fire Department EMS division has evaluated AED manufacturers and recommends the Cardiac Science G5 unit as the best replacement for both the police and fire department as well as use in all city buildings, and

 

WHEREAS, Second Chance Cardiac Solutions, Yorkville, Illinois is an authorized distributer of the Cardiac Science G5 unit and through a competitive bid process is the most responsible vendor, and

 

WHEREAS,  funds have been budgeted for this purchase in accounts 255-3033-422.65-27 and 101-3536-421.61-40 and 255-3536-421.61-40; after the completion of a budget transfer from 255-3536-421.63-09, and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hearby approve the purchase of 75 Cardiac Science G5 AED's (over the next two years) and 3 Cardiac Science G5 Trainer Units from Second Chance Cardiac Solutions, Yorkville, Illinois for the Aurora Fire Department and the Aurora Police Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
