SUBJECT:

A Resolution Authorizing the Appointment of David Dibo as Director of Economic Development.

 

PURPOSE:

To obtain authorization to appoint David Dibo as Director of Economic Development.

 

BACKGROUND:

As part of the City's department reorganization plan, the division of Economic Development has been re-established and authorized in the 2018 budget.  The division will be under the newly reorganized Development Services Department.  With Bill Wiet retiring from the Director of Development Services position at the end of the year, David Dibo has served as an independent contractor for the City since November 2017.  He is assisting in laying the foundation for the Economic Development division as well as insuring the transfer of knowledge and history.

 

DISCUSSION:

David Dibo has a Bachelor's Degree in Economics from the Wharton School of the University of Pennsylvania and has been working in real estate consulting for both private and public entities for over thirty years.  David most recently worked as a Senior Vice-President for Centrue Bank for the past six years.  He has worked on a number of real estate and development transactions within the City, including the Riverstreet Plaza and Holiday Inn and Suites projects, making him uniquely positioned to understand and support the vision of the City's future economic development master plan.    

 

After a thorough assessment and careful consideration of his education, skills and experience, David Dibo was selected for the position of Director of Economic Development.

 

In accordance with City of Aurora Code of Ordinances, the council must consent to the appointment of the Director of Economic Development as a division head.

RECOMMENDATIONS:

That the City Council authorize the appointment of David Dibo as Director of Economic Development for the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS,  the City of Aurora is in need of a Director of Economic Development; and

 

WHEREAS, the Mayor and City Council have determined that David Dibo, best meets the qualifications to fill said position.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Mayor is hereby authorized to appoint David Dibo to the position of Director of Economic Development.
