A Resolution to allow the Director of Procurement to execute a contract with National Power Rodding Corporation, 2500 W. Arthington St., Chicago, IL 60612 in the amount of three hundred forty-one thousand, eight hundred dollars and zero cents ($341,800.00) for the Sanitary Sewer Heavy Cleaning Contract. The sewers to be cleaned are located throughout the City of Aurora.
PURPOSE:
To execute a contract with National Power Rodding Corporation to complete heavy cleaning of selected sanitary sewers.
BACKGROUND:
The City performs annual inspections and light cleaning on portions of the sanitary and combined sewer systems. One of the common follow up activities identified based on need is heavy cleaning of certain sewers. This contract will address the sewers identified as needing heavy cleaning over the last three or four years of inspections. Heavy cleaning activities will require the need for a jetter or combination vacuum truck to remove excess debris or large deposits on the pipe. Pipe segments totaling 42,500 feet have been designated for heavy cleaning as part of this project. The pipe diameters range in size from 8 inch to 30 inch.
DISCUSSION:
The cleaning of the sewers on this list is a high priority and will result in a reduction of basements backups and combined sewer system overflows. The project is budgeted for in 2017 within account 510-4063-511-73-14 (IB018). The proposed improvements have been publicly advertised and bid in conformance with City procedures. The advertisement for bid is attached as Exhibit A. Four conforming bids were received, publicly opened and read aloud on July 26, 2017. The low bidder, National Power Rodding Corporation has successfully completed similar projects for the City in the past. The bid tabulation and National Power Rodding Corporations' bid are attached as exhibits B and C. Although the bids came in above the engineer's estimate, the hourly rates provided seem reasonable and were comparable between the three lowest bidders.
IMPACT STATEMENT:
There will be no loss of sanitary service to residents during heavy cleaning of the sanitary sewers. There will be no impacts to roadway or parkway surfaces during the cleaning operations. Traffic impacts will be minimal.
RECOMMENDATIONS:
Please consider recommending approval for the attached resolution.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the need for heavy cleaning of certain sanitary sewers has been identified during inspection of the sanitary and combined sewer systems; and
WHEREAS, the project has been publicly advertised and bid in conformance with City procedures; and
WHEREAS, four conforming bids were received and read aloud on July 26, 2017 with National Power Rodding Corporation, 2500 W. Arthington St., Chicago, IL 60612 submitting the lowest responsible bid in the amount of $341,800.00; and
WHEREAS, the 2017 budget includes this project in account number 510-4063-511-73-14 (IB018).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the contract with National Power Rodding Corporation in the amount of three hundred forty-one thousand, eight hundred dollars and zero cents ($341,800.00) for the Sanitary Sewer Heavy Cleaning Contract is hereby approved.
