A Resolution the Acceptance of Bid Pricing from Contractors for Mowing Landscape Maintenance for Several City Departments.
PURPOSE:
To obtain City Council approval to accept bids for a two year contract with an optional one year extension from contractors for mowing and landscape maintenance for City owned properties and right-of-way.
BACKGROUND:
There are a number of right-of-ways, medians, tot lots and parcels that the City is responsible for ongoing maintenance. Mowing landscape maintenance has previously been provided by private contractors. To maintain the high level of service of past years, contracting outside services is necessary to augment City crews.
DISCUSSION:
The City solicited an invitation to bid for "Mowing Landscape Maintenance" for City right-of way and parcels (Bid 19-01) and received bids from 6 companies. After checking references and receiving favorable responses, the following two contractors highlighted in blue on the attached bid tabulation are being recommended.
Ramiro Guzman Landscaping, Inc. Plainfield, IL.
Groundworks Land Design, Plainfield, IL.
The Local Vendor Preference ordinance does apply to this project, however the local cost was greater than 4% of the lowest, responsible bidders.
List A (Streets - East Side) is estimated at $40,000
List D (Parks) is estimated at $12,500
List E (Facilities and Grounds) is estimated at $7,000
List F (Water Production) is estimated at $3,700
These costs will vary based on weather conditions.
The Various department who will be utilizing the Mowing Landscape Maintenance services of these contractors have appropriated monies for these expenditures in the following accounts: 101-4460-431-36-15, 101-4440-451-36-15, 101-4010-417-36-15 and 510-4058-511-36-15. The total amount spent each year is weather dependent. The 2018 combined budget for all of the accounts listed is $198,000.00 and last year's expense was $66,908.39.

There should be no impact on any other departments
RECOMMENDATIONS:
That the City Council approve the acceptance of bids from contractors for Mowing and Landscape Maintenance services (19-01) of Various City right-of-ways and City owned parcels for a two year contract with an optional one year extension for several City Departments.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, bids were advertised, received and opened publically (Bid 19-01) for Mowing Landscape Maintenance services for various locations citywide for the Division of Streets, Parks and Recreation, Central Services and Water Production for 2019, with options for two one year extensions upon mutual agreement; and
WHEREAS, two of the six contractors submitting proposals are being recommended; and
WHEREAS, various departments who will be utilizing these contractors have appropriated monies for these expenditures in the following accounts:
101-4460-431-36-15, 101-4440-451-36-15, 101-4010-417-36-15 and
510-4058-511-36-15
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby accept the bids from Groundworks Land Design Plainfield, Il. And Ramiro Guzman Landscaping, Inc. Plainfield, Il. For Various divisions for the 2019 with options for two one year extensions and does further authorize its Purchasing Director to issue the necessary orders to implement the same.
