PURPOSE:
To Award to City of Aurora Rideshare Program to Zagster Inc.
BACKGROUND:
The City of Aurora has taken a lead on researching and investigating a possible consolidated rideshare program along the Fox River Trail. Over the last twelve months the City has met with multiple agencies along the southern section Fox River Trail. These agencies include, Fox Valley Park District , Kane County, Kane County Forest Preserve, Village of Montgomery, Village of Oswego and Oswegoland Park District. Many of the interested agencies are considering partnering with the City of Aurora to expand the rideshare.
DISCUSSION:
The City received two proposals one from Zagster Inc. one from BCycle. While BCycle appeared to be a superior option with regards to flexibility of infrastructure, Zagster Inc. was selected based lower long term commitment, ease of adding additional stations, and substantially smaller initial capital investment. The Zagster Inc. program allows for a turnkey product with little to no local agency ongoing maintenance. The City would commit to three stations with 6 bikes each as an initial offering. Additional bikes or stations can be added easily. Lastly, the proposal only commits the City to one year at a time.
The cost per station with six bicycles is $10,800 annually. This includes all technical support and maintenance of the facilities and bicycles. The rideshare program is operated off a smartphone mobile application the requires little local infrastructure to operate. In addition, The City is allowed to set rental rates and sponsorship of which approximately 90% comes back directly to the City. This will assist in offsetting the cost of the rideshare program.
While there is flexibility in locating the stations staff is recommending at least one station be located in the Water Street Mall due to the use of wellness fund that will encourage City Employees to utilize the program.
The City would utilize funds from the Wellness fund provided to the City by the healthcare provider and GB 119 for Bike and Pedestrian Enhancements.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora desires to initiate a rideshare program
WHEREAS, the FY 2016 Fiscal Budget provides funds by way of the following accounts
