SUBJECT:

A Resolution to Award the Lake Street Median Improvement Project to Geneva Construction Company and Authorizing the Director of Procurement to Execute the Engineering Agreement with HR Green, Inc. 

 

PURPOSE:

To authorize the construction contract, engineering agreement and street light pole purchases for the Lake Street median improvements from Illinois Avenue to Indian Trail.

 

BACKGROUND:

The State of Illinois and the City of Aurora are desirous of making improvements along Lake Street including replacement of the median barrier curbs, street lighting and landscaping. The City Council approved the Funding Agreement on May 26, 2015 (R15-135) to provide State funds for this project. The State will pay the City for the construction and engineering costs up to a maximum amount of $475,000.

 

DISCUSSION:

Construction Bids were opened and publicly read on March 22, 2017.  The bid tabulation for the 6 bids received is attached as Exhibit 'A'.  The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $510,062.03 which is 23% less than the Engineer's Estimate.  We recommend awarding the Lake Street Median Improvement project to Geneva Construction for the unit prices submitted.

 

The City of Aurora is the lead agency for this project and will be responsible for construction and administering the project.  On-site construction inspection will be provided by HR Green, Inc. for an amount not to exceed $41,525.54 as noted in Exhibit 'B' Engineering Agreement.  

 

Upon city council contract and agreement execution, the State will pay 80% of the approved cost. The remaining 20% will be received after project completion.

 

After the median construction is complete, the city's electrical department will begin replacing the existing street lights with decorative 40 foot street light poles manufactured by Millerbernd, a sole source item. The city will purchase 60 (sixty) poles from KSA Lighting Inc. for $125,546 as noted in quote Exhibit 'C'.

 

The 2017 Budget provides $500,000 for this item in account no. 203-4460-431-76-67 (Motor Fuel Tax) and $225,000 in account 235-4460-431-76-67 (TIF).

 

IMPACT STATEMENT:

Construction will occur from May to August and require lane closures; traffic delays are expected. Street Light Pole replacement by the Electrical Department will continue throughout the year.

 

RECOMMENDATIONS:

Please forward this resolution to the Finance Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to improve Lake Street Medians from Illinois Avenue to Indian Trail; and

 

WHEREAS, bids were received and publicly opened and read on March 22, 2017  with bid tabulation attached hereto and incorporated as Exhibit 'A'; and

 

WHEREAS, Geneva Construction Company, PO Box 998, Aurora, IL 60507 was the lowest responsible bidder in the amount of Five Hundred Ten Thousand Sixty Two Dollars and Three Cents ($510,062.03); and

 

WHEREAS, there is a need for an Engineering Agreement with HR Green, Inc., 420 N. Front Street, McHenry, IL in an amount not to exceed $41,525.54, a copy of which Agreement is attached hereto and incorporated herein as Exhibit 'B'; and

 

WHEREAS, the Joint Agreement with IDOT and the Motor Fuel Tax Appropriation was approved by City Council on May 26, 2015 by Resolution R15-135, and

 

WHEREAS, KSA Lighting Inc. is a sole source provider of decorative street light poles manufactured by Millerbernd, in the amount of $125,546 for 60 poles as noted in quote Exhibit 'C'; and

 

WHEREAS, the 2017 City Budget provides $500,000 for this item in account no. 203-4460-431-76-67 (Motor Fuel Tax) and $225,000 in account 235-4460-431-76-67 (TIF).  

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor is hereby authorized to execute a contract with Geneva Construction Company for the unit prices shown within the bid as set forth in Exhibit 'A', the Director of Procurement is authorized to execute the Engineering Agreement with HR Green, Inc. as set forth in Exhibit 'B' and authorized to purchase 60 street light poles from KSA Lighting, Inc. as set forth in Exhibit 'C'.

 

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign any other such documents related to advancement and completion of said project and the Director of Procurement is authorized to increase the contract cost with Geneva Construction Company for additional Items as Ordered by the Engineer in an amount not to exceed $45,000 all within the budget limits stated above.
