FROM:                     Don Davids, Assistant Chief, Aurora Fire Dept.

DATE:                     February 17, 2016

SUBJECT:

Resolution to approve a professional services contract with Kluber Inc. of Batavia, for $27,500 to design, develop specifications and construction management to install a backup emergency generator at fire station # 3 for the Aurora Fire Department.

PURPOSE:

To provide professional services to design, develop specifications and construction management to install an emergency backup generator at Aurora Fire Department station # 3

BACKGROUND:

In a study commissioned by the COA in 2014, Kluber Inc. evaluated the need for and made recommendations for emergency standby generators at six of the existing AFD fire stations. The study confirmed the need to install backup generators at all existing fire stations the exception of fire station seven, which is due to be replaced in 2017.

DISCUSSION:

The Aurora Fire Department is responsible for fire suppression and emergency medical services at all times for the residents of Aurora. The department must be able to operate all fire stations at 100% of their designed functions even during severe weather or winter storms. Five of the existing fire stations do not currently have standby emergency generators leaving the stations unable to provide optimal service during times when commercial electrify is unavailable. For the 2015 budget year, a decision package was approved that funded procuring backup emergency generators for fire stations.  Funds are available in the 2016 SHAPE fund in account number, 255-3033-422.38-05 for this service.

IMPACT STATEMENT:

Providing backup emergency generators to the existing fire stations will help maintain current levels of service even in the event of disruption of commercial electricity. Not having the ability could mean diminished levels of service or delays in response times.

RECOMMENDATIONS:

It is recommended that the City Council approve a professional services contract with Kluber Inc. in the amount of $27,500 to design, develop specifications and oversee construction for an emergency backup generator at fire station # 3.
