SUBJECT:

A Resolution Authorizing Amita Health Saint Joseph Hospital to Provide an Employee Assistance Program (EAP) for the Period of January 1, 2022 through December 31, 2024.

 

PURPOSE:

To obtain approval to renew the service agreement with Presence Saint Joseph Hospital to provide an Employee Assistance Program for all City of Aurora employees.

 

BACKGROUND:

For over twenty-five years, the City of Aurora has offered employees the benefit of using the Amita Health Saint Joseph Hospital’s Employee Assistance Program.  The program offers a mechanism to assist, counsel and support employees who have personal concerns that may or may not, affect their job performance.  Based on the budgeted annual expenditure of $26,000, City Council approval is being requested.

 

DISCUSSION:

The attached agreement expires December 31, 2021 with Amita Health Saint Joseph Hospital to provide an Employee Assistance Program.  The current agreement is effective January 1, 2022 to December 31, 2024, which includes a two one-year automatic renewal provisions.  Approval is needed to compensate Amita Health Saint Joseph Hospital for their ongoing EAP services through December 31, 2024.  EAP continues to be a solid partner in providing exceptional service to the City of Aurora.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, (the City desires to continue with its service agreement with Amita Health Saint Joseph Hospital to provide an Employee Assistance Program for all City of Aurora Employees and their family members; and

 

WHEREAS, funds have been allocated in the Human Resources Department 2022 Budget in the amount of $26,000 for this program in account no. 101-1006-419.20-52)

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the attached agreement between Amita Health Employee Assistance Program, administered by Amita Health Saint Joseph Hospital, and the City of Aurora at a cost of $26,000, for each of the three (3) years is hereby approved and that the Chief Human Resources Officer is authorized to execute said agreement.
