A resolution to award a contract to Superior Excavating Co. of P.O. Box 575, Channahon, IL 60410 for the Mitchell Road, Rosewood Avenue, & South Broadway Avenue Sanitary Sewer Repairs in the amount of two hundred seventy-nine thousand, seven hundred seventy-nine dollars and fifty cents ($279,779.50).
PURPOSE:
These sanitary sewers were recently evaluated and found to require spot repairs to address sags or high spots in a run of pipe, cracked or damaged pipe, or other repairs of similar nature.
BACKGROUND:
Mitchell Avenue and Rosewood Avenue sanitary sewers were televised and evaluated in advance of the resurfacing scheduled for later this year. Several locations were found to require sanitary sewer repairs on both streets. The sewer on Broadway Avenue was previously reviewed and its repairs were determined to be time critical to avoid failure.
DISCUSSION:
Superior Excavating Co. of Channahon, IL 60410 provided the lowest responsible bid out of five (5) bidders for the Mitchell Road, Rosewood Avenue, & South Broadway Avenue Sanitary Sewer Repair Project. A copy of the bid tabulation is attached as exhibit A.
Project IB018 account 510-4063-511-73-14 has sufficient funds for this project.
IMPACT STATEMENT:
There will be no disruption of service to the upstream residences during the duration of the repairs. Each roadway will experience traffic disruptions while the repairs are completed. Rosewood Avenue will be closed to thru traffic during completion of the repairs. Mitchell Avenue will be reduced to one lane of traffic and flaggers will be present to direct traffic. Broadway Avenue will be reduced to one lane of traffic in each direction during the repair.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, inspections of the sanitary sewers on Mitchell Road, Rosewood Avenue & South Broadway Avenue determined a need for spot repairs within the system; and
WHEREAS, Superior Excavating Co. of Channahon, IL 60410 provided the lowest responsible bid out of five (5) bidders for the Mitchell Road, Rosewood Avenue, & South Broadway Avenue Sanitary Sewer Repair Project; and
WHEREAS, A copy of the bid tabulation is attached as exhibit A; and
WHEREAS, Project IB018 account 510-4063-511-73-14 has sufficient funds for this project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to Superior Excavating Co. of P.O. Box 575, Channahon, IL 60410 in the amount of two hundred seventy-nine thousand, seven hundred seventy-nine dollars and fifty cents ($279,779.50) for the construction of the Mitchell Road, Rosewood Avenue, & South Broadway Avenue Sanitary Sewer Repairs is hereby approved, and the Purchasing Director is hereby authorized to enter into such a contract on behalf of the City.
