SUBJECT:

Request a resolution authorizing the purchase of the Wireless Surveillance System - All in One Camera (WSSAOC) from Tactical Video, Inc. of Naperville, IL in the amount of $25,739.

 

PURPOSE:

To obtain the City Council’s approval for the purchase of the WSSAOC audio and video surveillance system for the Aurora Police Department Special Operations Group.

 

BACKGROUND:

The current equipment that is utilized for daily operations by the Special Operations Group of the Aurora Police Department is outdated and in need of replacement. The equipment currently does not provide a clear visible image on the monitor. The current system is based on microwave technology which is outdated by industry standards. There are no audio capabilities with the current system.

 

DISCUSSION:

The below capabilities and inclusions make this a unique and desired market place offering that is not available from any other sources. Tactical Video provides unique covert enclosures and the WSSAOC is completely turnkey based on Tactical Video's unique capabilities. The WSSAOC is a portable system that can be rapidly moved from location to location and provides the flexibility and versatility to make operational changes as they arise in the field. In addition, as a local vendor Tactical Video Inc. is in a position to provide direct and timely remote and on-scene support as may be necessary during an active operation.

 

The WSSAOC will give the Aurora Police Department Special Operations Group an advantage on capturing video and audio of all our undercover operations and surveillance details. The high quality recording of our investigations will ensure having a digital record to support the accountability and integrity of the SOG video evidence.

 

The WSSAOC system is very modular and can be utilized for a variety of operations, as opposed to our current outdated Super 8 video equipment. Our current equipment is very bulky and unreliable because it is microwave based and prone to interference.

 

The Super 8 video tapes are difficult to find in any retail stores which are required with our current system. Additionally, the WSSAOC allows us to utilize our department issued iPhones/iPads, laptops, or computer to monitor the video live stream of the detail via a secured network. This will allow us many different options on adequately moving our manpower to strategic positions verses having everyone together in order to see/hear any of the current live stream.

 

The initial purchase is being funded through the Drug Forfeiture Fund with the annual recurring fees for services from the vendor coming from the General Fund going forward. There are sufficient monies for this purchase budgeted in the 256-1233-419.45-99 and the 256-1233-419.63-09 accounts within the Drug Forfeiture Fund. This purchase is being submitted as a sole source purchase. Attached is the required notarized affidavit.

RECOMMENDATIONS:

The recommendation is that the City Council adopt the attached resolution that would authorize the purchase of the WSSAOC system from Tactical Video, Inc. of Naperville, IL in the amount of $25,739.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Police Department requires a technology upgrade to its undercover surveillance systems; and

 

WHEREAS, the Police Department has worked with Tactical Video Inc. of Naperville to custom design and test a purpose built solution; and

 

WHEREAS, as a local vendor Tactical Video Inc. is in a position to provide direct and timely remote and on-scene support as may be necessary during an active operation; and

 

WHEREAS, the 2016 City Budget provides $9,300 for this purchase in account no. 256-1233-419.45-99 (Drug Forfeiture Fund); and

 

WHEREAS, the 2016 City Budget provides $16,400 for this purchase in account no. 256-1233-419.63-09 (Drug Forfeiture Fund); and

 

WHEREAS, the recurring annual expenses for hosting services and technical support in subsequent years will be requested in the 2017 General Fund budget account no. 101-3536-421.45-99; and

 

WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) the desired product is provided by only one source in this situation.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the purchase of the Wireless Surveillance System - All in One Camera (WSSAOC) from Tactical Video, Inc. of Naperville, IL is hereby authorized in the amount of $25,739.00 and, the Purchasing Director is authorized to issue the necessary orders to implement purchase of the same.
