SUBJECT:

A Resolution awarding a Professional Engineering Services Agreement (Phase II) to Engineering Enterprises, Inc. for Montgomery Road Multi-Use Path Improvements. 

 

PURPOSE:

To seek approval to award Engineering Enterprises, Inc. with Phase II engineering to construct  multi-use path improvements for Montgomery road from Waubonsee Creek Trail to Middlebury Drive.

 

BACKGROUND:

This projects looks at constructing a 10ft wide multi-use path from an existing Waubonsee Creek Trail to Middlebury Drive. The proposed path will allow for east-west connection to provide access to existing bike path on Kautz road and will aid in connecting users via north-south thru Eola Road multi-use path that is currently under design and is planned to undergo construction in year 2016 enhancing overall connectivity between existing and proposed facilities.

We are seeking a CMAQ/TAP grant for the project, so far the project has been recommended for the grant and a final decision will be out by the end of year 2015. As part of the grant application a Project development report and Environmental survey report has already been submitted to IDOT

 

DISCUSSION:

The City intends to be a bike friendly community and this could be achieved by providing better connectivity to the existing trail system and recognizing areas that are most suitable for bikeways (both On & Off Street) to major destination areas (like Downtown, ATC, Parks, Schools and other businesses). New bike paths and better connectivity will encourage public to use the system that promotes alternative transportation and in a long run it will help reduce congestion, queuing, lessen environmental impacts and improve public health over a period of time.

The Phase II Engineering Cost-Plus-Fixed-Fee not to exceed a price of $55,000.00

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City intends to be a bike friendly community, and this Project is designed to assist in that regard by providing better connectivity and encourage public use of the trail system in Aurora; and

 

WHEREAS, a Professional Engineering services agreement is required to complete phase II design of this Montgomery Road Multi-Use Path Project; and

 

WHEREAS, the City of Aurora FY 2015 Budget provides funding by way of the following accounts:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Professional Engineering Services Agreement - Phase II with Engineering Enterprises, Inc. for Montgomery Road Multi-Use Path Project is hereby approved.
