Requesting approval to purchase the equipment of two internet routers from Sentinel Technologies Inc, 2550 Warrenville Road, Downers Grove, IL 60515, in the amount of $77,483.
PURPOSE:
The IT Department is requesting the purchase of two Cisco ASR1001-X internet routers. The ASR1001-X routers will replace the single 7604 router that failed on July 26, 2019 and caused an internet outage for the City of Aurora. The 7604 router is end-of-sale and end-of-support. We are requesting the purchase of two routers so we can have a primary/failover configuration in the event one goes down.
BACKGROUND:
The 7604 router was purchased in 2008 and is end-of-support and needs to be replaced. Having the two ASR1001-X will allow the IT Department to have redundant internet routers in the event one of the routers go down. This will help the IT Department to maximize up time on the City’s internet connection.
Sentinel Technologies Inc, is a preferred reseller for Cisco Equipment and has provided an additional discount for this purchase. As such, Sentinel provides discounts not available elsewhere.
Staff recommends purchase in accordance with City Council approved resolution [R16-049] dated March 8, 2016 - “Requesting authority to purchase a five-year Cisco Systems SMARTnet support and maintenance agreement through Sentinel Technologies to be financed through Key Government Finance, Inc. in the amount of $452,271.80 annually.” See attached affidavit recognizing Sentinel Technologies as the City’s preferred reseller for Cisco equipment and services during the 5 year agreement.

DISCUSSION:
The City of Aurora will benefit from the purchase of this equipment. The IT Department will be able to provide redundant internet routers, and we will also be continuing to replace aged hardware and take advantage of new features.
The total cost is based on the combined purchase of all hardware/software and solution maintenance from Sentinel.

Sentinel One-Time Purchase Incentive Discount ($11,407)
Shipping and Handling - $100
Total cost - $77,483
Equipment replacement is budgeted in the 2020 Capital Improvement Fund account number
340-1380-419.74-11 Project code C129 and will be available for this purchase.
IMPACT STATEMENT:
As more City services and mission essentials applications are migrated to the cloud or off premise, continuity of reliable internet service is vital to all City operations. Implementing redundant internet routers to minimize downtime, increase business continuity and service level management in case of failure.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora needs redundant internet routers, and will benefit from less downtime due to hardware failure of older equipment no longer on support; and
WHEREAS, the City of Aurora's IT Division will also be continuing to replace aged hardware and take advantage of new features; and
WHEREAS, Sentinel Technologies Inc, 2550 Warrenville Road, Downers Grove, IL 60515 is a Value Added Seller for Cisco Equipment and has provided an additional discount for this purchase; and
WHEREAS, pursuant to Aurora Code Section 2-335(a)(3) that the product or service desired is provided by only one (1) person or that failure to act promptly hereunder may likely result in a substantial increase in cost thereof to be borne by the city; and
WHEREAS, The 2020 budget provides funding in account 340-1380-419.74-11, project C129, for this purchase; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: requesting approval to purchase the equipment of two internet routers from Sentinel Technologies Inc, 2550 Warrenville Road, Downers Grove, IL 60515, in the amount of $77,483.
