SUBJECT:

A Resolution to award the Phillips Park Irrigation Pump System Replacement project, located in Ward 3 to Midwest Well Services, Inc. DBA: Pumpstation Professionals in the contract amount of $244,000.00.

 

PURPOSE:

To replace the existing irrigation pump system which is at end of life and before major costly repairs to the existing system are required.

 

BACKGROUND:

The location of the irrigation pump house is on the east bank of Mastodon Lake on the west side of Smith Boulevard between Morningside Ave and H. A. Wyeth Sr. Drive. The pump house and control panel are used to provide water for irrigation to the Phillips Park Golf Course, the three-hole short course, driving range, practice putting green and the Smith Street median.  These areas are dependent on irrigation to maintain turf health, beautification and to irrigate post-fertilizer applications.

 

DISCUSSION:

A total of two bids were received, opened, and reviewed on June 3rd, 2026. The lowest bid came in at 34% lower than the Engineer's estimate however the second bid received was only 5% higher than the lowest bid. Attached are Exhibits A & B, the posted bid document and the bid tabulation. Midwest Well Services, Inc. DBA: Pumpstation Professionals' submitted bid can be seen in the attached Exhibit C, and their verification of good standing in Exhibit D. The lowest responsible bid received was in the amount of $222,070.00 by Midwest Well Services, Inc. DBA: Pumpstation Professionals. The City is proposing to set the total contract value at $244,000 to include an approximate 10% contingency for items ordered by engineer.  These improvements will be funded from account 550-4442-451.73-44.  The project was budgeted for by an approved decision package with a value of $335,000.00.

 

This project was subject to the Local Preference Ordinance, however no local contractors submitted. This project will utilize a City of Aurora standard contract approved by the legal department.  The City of Aurora has not previously worked with this contractor and as a result has followed up with the references provided by the contractor.  After discussions with these references, it was apparent that this contractor has completed similar projects and we are now confident they can successfully complete this project.

 

IMPACT STATEMENT:

There will be minimal impacts to residents with the distance of the pump house from residential property. Work is not planned during the summer season during dry conditions and the golf course has the highest need to water the course.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the project will replace the existing Phillips Park Golf Course irrigation pump system; and

 

WHEREAS, Midwest Well Services, Inc. DBA: Pumpstation Professionals, submitted the lowest responsible bid out of two bids received, opened and reviewed on June 3rd, 2026; and

 

WHEREAS, the pump house replacement will be funded from account 550-4442-451.73-44; and

 

WHEREAS, the project was budged for by an approved decision package with a value of $335,000.00.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Midwest Well Services, Inc. DBA: Pumpstation Professionals in the contract amount of $244,000.
