SUBJECT:

A resolution to execute the attached Illinois Environmental Protection Agreement (IEPA) State Revolving Fund (SRF) loan agreement to finance a portion of the construction and construction engineering costs associated with the E. Galena Blvd. & E. Downer Pl. Sewer Separation, Water Street to State Street project.

 

PURPOSE:

To approve the attached agreement in order to secure loan funding for this sewer separation project.

 

BACKGROUND:

The clean water SRF program is administered by the IEPA which receives funding from the U.S. EPA to provide loans to municipalities for various improvements such as this sewer separation project.  SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects water, one of our most valuable resources.

 

DISCUSSION:

This project is to be constructed in 2016 and 2017.  The current 2016 budget shows the full value of the $7,326,943.13 loan No. L175350 in account 281-1856-512-73-09 which will cover the $6,959,943.13 cost to construct the loan eligible improvements and $367,000.00 to fund the associated resident engineering services.  A copy of the IEPA loan agreement is attached as Exhibit A.

 

IMPACT STATEMENT:

During construction, there will be various roadway and lane closures, delays are to be expected.  The construction on LaSalle St. and E. Downer Place will result in the full reconstruction of those sections of roadway.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the services provided by Martam Construction Inc. and WBK Engineering, LLC were previously approved pending the receipt and approval of this loan; and

 

WHEREAS, the improvements are required as part of a permit the City holds with the IEPA and the unfunded mandate required by the EPA; and

 

WHEREAS, this loan is currently shown in the 2016 budget in account 281-1856-512-73-09.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing is hereby authorized to execute the IEPA loan agreement to pay for a portion of the E. Galena Blvd. & E. Downer Pl. Sewer Separation project including the storm sewer and sanitary sewer construction by Martam Construction Inc. and resident engineering services by WBK Engineering, LLC in the amount of $7,326,943.13.
