A resolution authorizing the purchase, in excess of $25,000, for on-road diesel, off-road diesel, and gasoline, for operation of fire department vehicles, backup generators and various City of Aurora departments (Fire, Parks, Water Production, Airport and others) from Blu Petroleum of Mundelein, IL.
PURPOSE:
Various City of Aurora departments utilize gasoline or diesel fuel for department operations, in addition several departments have emergency backup generators at critical facilities/locations that need to receive fuels on an "as needed" basis. The fire department fuel system also serves as a backup for other city departments when central garage pumps are out of service.
BACKGROUND:
This year the City of Aurora participated in the Kane County solicitation for gasoline and diesel products, along with the Kane County Sherriff's Office, Kane County Department of Transportation, and Kane County Forest Preserve. The bid included specifications for "wagon load" size fuel deliveries which the size used at the outside locations differing from the tank loads delivered for the Central Garage. This process has helped the city secure the needed fuels for the lowest price possible.
DISCUSSION:
The bid results are based on the Oil Price Information Service (OPIS) low for Chicago plus vendor markup. Kane County received bids from seven (7) different vendors. Blu Petroleum of Mundelein, IL was the low bidder for wagon load deliveries for both diesel and gasoline.
The Kane County contract is from December 1, 2018 through November 30, 2019.
The fire department's fuel account number is 101-3033-422-62.40 and has a 2019 requested budget of $160,500. If any other departments use the central station fuel pumps, their appropriate xxx-xxxx-xxx-62.40 account would be billed.
IMPACT STATEMENT:
There is no outside impact from this resolution to outside parties.
RECOMMENDATIONS:
That the City of Aurora, IL divisions that purchase certain fuels be authorized to utilize Blu Petroleum of Mundelein, Illinois for their annual vehicle and generator needs..

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Fire Department needs diesel fuel and gasoline for vehicles and emergency backup generators, and
WHEREAS, the Aurora Fire Department serves as a backup diesel and gasoline source for other city departments, and
WHEREAS, Blu Petroleum of Mundelein, IL, was the lowest responsible bidder for wagon load fuel delivery,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorize the purchase of diesel fuel and gasoline from Blu Petroleum, of Mundelein, IL, for vehicle and backup generator use.
