A resolution amending the maintenance agreement with Intergraph (Hexagon) Corporation of Huntsville, Alabama for compliance with mandatory state police NIBRS reporting requirement for an amount of $7,995.45.
PURPOSE:
The Aurora Police Department and all Illinois law enforcement agencies are required to report their crime statistics to the State of Illinois as well as the Federal Bureau of Investigations, under Uniform Crime Reporting (UCR), for use in law enforcement administration, operation, and management. As of January 1st, 2021 (state was behind getting the repository set up and understands agencies will not meet this deadline; they have been informed we will not meet the deadline), the State of Illinois will require ALL Illinois law enforcement agencies to begin reporting NIBRS (National Incident Based Reporting System), in addition to UCR. Implemented to improve the overall quality of crime data collected by law enforcement, NIBRS captures details on each single crime incident-as well as on separate offenses within the same incident-including information on victims, known offenders, relationships between victims and offenders, arrestees, and property involved in crimes. Unlike data reported through the UCR Program’s traditional Summary Reporting System (SRS)-an aggregate monthly tally of crimes-NIBRS goes much deeper because of its ability to provide circumstances and context for crimes like location, time of day, and whether the incident was cleared.
BACKGROUND:
In addition to data collected for NIBRS reporting to the FBI, the State of Illinois has mandated separate NIBRS collection and reporting requirements for Illinois law enforcement agencies. The City's Hexagon WebRMS system supports Federal NIBRS requirements but needs modifications to support the State NIBRS mandate. The City's WebRMS installation needs to be configured to meet the Illinois specific NIBRS requirements.
DISCUSSION:
Hexagon pricing for configuration to support State of Illinois NIBRS is below:
Software: $41,663.09
Services: $26,571.53
Configuration Total: $68,234.62
Additionally, the Maintenance Fee for the first year is $7,597.57, bringing the total cost for the first year (2021) to $75,832.19.
The entirety of first year NIBRS fees will be paid with credits from the initial CAD/WebRMS project. This credit is currently $211,527.43.
The attached spreadsheet shows annual maintenance fees per Hexagon Product Suite, by year. The maintenance fee requested in this resolution is for year 2022. In mid-2022, the City will renew the Hexagon contract and align start and end dates of all maintenance fees for Hexagon Product Suites purchased by the City. There is budgeted funding in the Information Technology account, 101-1380-419-38.12.
IMPACT STATEMENT:
The approval of this item is necessary because due to State mandate to provide NIBRS reporting.
RECOMMENDATIONS:
Approve resolution amending the maintenance agreement with Intergraph (Hexagon) Corporation of Huntsville, Alabama for compliance with mandatory state police NIBRS reporting requirement for an amount of $7,995.45.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Aurora Police Department and all Illinois law enforcement agencies are required to report their crime statistics to the State of Illinois as well as the Federal Bureau of Investigations, under Uniform Crime Reporting (UCR), for use in law enforcement administration, operation, and management; and
WHEREAS, as of January 1st, 2021, the State of Illinois will require ALL Illinois law enforcement agencies to begin reporting NIBRS (National Incident Based Reporting System, and
WHEREAS, the City's Hexagon WebRMS needs to be configured to support the State of Illinois specific NIBRS mandate, and
WHEREAS, there is $211,527.43 credit that is available for use to pay for from the CAD/RMS project that is available for use to pay for the implementation, and
WHEREAS, the yearly maintenance will be prorated to co-term with the existing CAD/RMS maintenance agreement and will be renewed in year 2023. There is budgeted funding in the Information Technology account, 101-1380-419-38.12
