SUBJECT:

A request authorizing the City of Aurora to enter into an Engineering Consultant Agreement with Crawford, Murphy and Tilly, Inc. to provide Engineering Services at the Aurora Municipal Airport.

 

PURPOSE:

To obtain City Council approval of an Agreement for Engineering Services between the City of Aurora and Crawford, Murphy and Tilly, Inc.

 

BACKGROUND:

Airports throughout the State of Illinois execute a retainer agreement with a consultant for a five-year period to provide engineering services for approved projects.  Aurora has previously executed a retainer agreement with Crawford, Murphy and Tilly, Inc. of Aurora as its primary airport general consultant.  This current agreement is expiring at the end of February of this year. Pursuant to FAA and State Division of Aeronautics guidelines it is a requirement to advertise a Request for Qualifications.  A Request for Qualifications (RFQ) was published in the local paper and on the State Division of Aeronautics' website inviting qualified consultants to submit a Statement of Qualifications.

 

In addition to the published invitations, we contacted Hanson Professional Services, Oak Brook, IL, Parsons Transportation Group, Inc., Chicago, IL, and Burns and McDonnell, also located in Chicago.

 

On the submittal date, December 5, 2017 only two Statement of Qualifications were received.  One from our current consultant and one from Milhouse Engineering and Construction located in Chicago.

 

After review of both submittals it was clear that Crawford, Murphy and Tilly, Inc. located in Aurora was the most qualified of the two firms and had superior experience and expertise.  Crawford, Murphy and Tilly, Inc. has been the City of Aurora's primary airport consultant since the early 1980's.  They are highly regarded by the State Division of Aeronautics and have a very good working relationship with the City.

 

On December 11, 2017, the Airport Advisory Board unanimously recommended the approval of the five-year consultant agreement between Crawford, Murphy and Tilly and the City of Aurora.

 

2018 budgeted funds are available in account 504-1810-433-32.07.

 

 

DISCUSSION:

The proposed retainer/consultant agreement is a zero-fee contract.  This document simply itemizes the projects contemplated for the airport over the next five-year period and allows the City to initiate these projects, eliminating the need to go through the consultant selection process for each individual project.  Additionally, Aurora has the ability to select a different consultant without penalty, provided the consultant is selected using the required qualifications-based selection process.

 

IMPACT STATEMENT:

This agreement for consulting services at the airport should have no adverse impact on the City.

 

RECOMMENDATIONS:

We recommend the approval of the proposed resolution authorizing the agreement between Crawford, Murphy and Tilly, Inc. and the City of Aurora for engineering services at the Aurora Municipal Airport.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and

 

WHEREAS, the City of Aurora is required by FAA and State of Illinois guidelines to select a primary consulting engineer to provide services for the airport for a five-year period; and

 

WHEREAS, the City of Aurora has complied with the FAA and State of Illinois protocols for primary consultant selection; and

 

WHEREAS, the Airport Advisory Board has recommended that Crawford, Murphy & Tilly, Inc. be selected to act as the airport primary consultant

 

WHEREAS, funds are budgeted annually in account 504-1810-433-32.07.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the City of Aurora does hereby approve an Agreement for Engineering Services between the City of Aurora and Crawford, Murphy & Tilly, Inc.
