Resolution Authorizing the Sale of Obsolete and Surplus Property
 
PURPOSE:
To gain maximum resale value of vehicles and equipment from various departments that will be replaced in 2015
 
BACKGROUND:
The City of Aurora has disposed of City vehicles and equipment in public auctions for more than twenty years. Equipment Services strips every vehicle of any City decals, insurance cards or other identification.  The Police squad cars are stripped of the decals, emergency lighting, Ford Interceptor badge, spot lights and all other police related equipment.  Police vehicles are painted black before disposal.
 
DISCUSSION:
This year, the City will have approximately 50 vehicles to sell. In addition to offering vehicles for sale at live auction, the City will also pilot selling a limited number of vehicles on-line to determine whether a greater return can be achieved through an on-line marketplace.
 
IMPACT STATEMENT:
There is no impact to other City Divisions
 
The proceeds from the sale of vehicles are recorded as revenue in account 101-0000-392.01-00
 
RECOMMENDATIONS:
I recommend that the City Council adopts a resolution authorizing the sale of City of Aurora's obsolete and surplus property.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora will have approximately 50 vehicles to sell; and
 
WHEREAS, City of Aurora has sold vehicles and equipment in public auctions for the past twenty years; and
 
WHEREAS, the proceeds from the sale of vehicles are recorded as revenue in account 101-0000-392.01-00.
 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: I recommend that the City Council adopts a resolution authorizing the sale of City of Aurora's obsolete and surplus property.
